With respect to the Tacoma narrows. There was virtually no concrete on it, save for the road bed. The problem was the steel framing for the road deck was so light in construction - for appearance - that it could happily torque about when the wind hit it. That and being a open frame means that the road deck can act of a sail of sorts when it does start rotating.

Moral of the story is use more steel.

The library bit reminds me of one of the people I met working at the gas station one summer (he was the milk/junk food delivery person). He worked at a video place up on Jasper ave (west end). Better than that was the amusing tale of the guy who created it. Imagine creating an instrument… imagine a few years go by.
